In this era of globalization, there is increased pressure on universities to become more international in character. This research is about the internationalization of higher education at the Faculty of Economics and Political Science (FEPS) at Cairo University. The focus is on the newly founded Euro-Mediterranean Studies program. The controversy lies in the question of how international is the program, what are its advantages and drawbacks, in addition to its future and prospects. In this research, I draw on the documentary analysis, extensive personal interviews with doctoral students, faculty members and administrators, to investigate and analyze the conditions, objectives and prospects of internationalization of doctoral programs at FEPS. The research tries to assess the conditions and possibilities of internationalization of higher education, by particularly examining the Euro-Mediterranean Studies program at FEPS. It is important to highlight that such a program is not an international program according to global academic standards, but rather an attempt to improve and develop the quality of higher education by integrating international aspects in it. Thus, this research study contributes to the current debates about internationalization of study programs at public universities.
